The Group Talked About Looking South

Many large employers remain in the area

Florence Major-Lamb has a bachelor's degree in social work and 26 years of experience in the field, but when she lost her job at a Fitchburg nursing home and began hunting for a new position, she learned just how tough it might be to find another job nearby.

"I applied for a position in Fitchburg," Ms. Major-Lamb said. "They had 175 applications for one position."

Four years after the nation's Great Recession ended, unemployment remains one of the vexing challenges facing the Massachusetts economy. The state's jobless rate, which got as low as 6.4 percent during April, climbed back to 7 percent during June, with an estimated 242,000 workers out of jobs.

Yet some parts of the state are doing worse than others. The Leominster-Fitchburg-Gardner metropolitan area, a 10-community region, posted a June jobless rate of 9.8 percent, including seasonal employment swings, with an estimated 6,986 workers without jobs. It represented the second-highest unemployment rate among eight state metro areas, surpassed only by an 11.1 percent jobless rate in the New Bedford area.

Just six years ago, the unemployment rate hovered below 5 percent in the Leominster-Fitchburg-Gardner area.

A key factor in the region's employment picture has been the loss of a number of large manufacturers over the last 15 years, companies that took paper, furniture, aerospace and plastics production to cheaper locales or shut down entirely.

Among the closings, James River Corp. closed its paper operations in Fitchburg in 1990 laying off a workforce of about 140. General Electric shuttered a turbine production center in Fitchburg in 1998 that cost the region about 600 jobs, and at least four furniture factories closed in Gardner from 1989-1990 for a loss of about 1,000 jobs. Union Products Inc., the famed Leominster developer of plastic pink flamingo lawn ornaments, closed in 2006 with a loss of about 30 jobs.

Many large employers remain in the area, including a number of paper, metals, plastics and food manufacturers. The state counts HealthAlliance Hospital of Leominster as the largest employer in the area.

Yet an economy of smaller businesses has also emerged in the region, many of them technologically advanced but with lower headcounts, according to Joshua B. Spero, faculty director of the Regional Economic Development Institute at Fitchburg State University.

"The big factor is why can't a larger number of jobs be created in these cities?" Mr. Spero said. "I guess that really comes down to how many small businesses can maintain themselves or new ones come in."

The Leominster-Fitchburg-Gardner metro area is a rolling area of rural towns and old cities that includes Ashburnham, Ashby, Lunenburg, Phillipston, Templeton, Westminster and Winchendon. The communities are home to about 3,000 business establishments, according to Fitchburg State data.

To encourage employers to create jobs in their communities, government and education officials have rolled out welcome mats, cleared away permit logjams and offered to train workers.

Leominster Mayor Dean J. Mazzarella, supporter of a proposed slots casino development that would reportedly create hundreds of jobs in the city, said Leominster has tried to keep its property tax increases below the maximum allowed levels to aid businesses. But he also wishes government could deploy more financial incentives to reward employers that create jobs.

"We keep the tax rate down as much as we can, but nobody does anything unless it's incentive based," Mr. Mazzarella said. "I just think we ought to have more incentives."

Mount Wachusett Community College of Gardner has worked with north Central Massachusetts companies to create job-training programs tailored to growing industries in the region that require entry-level workers to possess specialized skills.

The college recently launched a six-week training session at Devens after learning that Jabil Circuit Inc., which recently acquired plastics manufacturer Nypro Inc., planned to hire about 100 people in Clinton, said Jacqueline E. Belrose, vice president of lifelong learning and workforce development at the college.

"I personally am pretty optimistic about the future of the area," Ms. Belrose said.

On a warm afternoon last week, six job hunters filed into a wood-paneled conference room at the Greater Gardner Chamber of Commerce to share frustrations and tips about their searches. The Greater Gardner Job Seekers Networking Group, backed by the chamber and the North Central Career Centers, meets every Wednesday to hear speakers and get advice.

They scanned a list of employers expected at a job fair Aug. 15 at the Four Points Sheraton Hotel in Leominster. Chamber President and Chief Executive James Bellina urged the job seekers to hunt for ways to make contact with people who hire, a challenge because many companies only take applications online. Mr. Bellina also invited the job seekers to a chamber outing where he said they could network.

"As word gets out about this networking group, people are contacting us about jobs," he said.

Steve Wendell, owner of Gardner radio station WGAW 1340, offered the job-seekers a chance to tape free one-minute commercials about themselves and sit for on-air interviews aimed at publicizing their skills.

"We want to promote them," Mr. Wendell said later. "It's tough being without a job."

Social worker Ms. Major-Lamb, who lives in Winchendon, said she had been hunting for work as far away as Clinton and Groton. Maureen C. DeFuria of Gardner, who commuted to Boston for 26 years to work for Blue Cross and Blue Shield of Massachusetts before taking jobs related to community service closer to home, sounded grim when asked about finding a new job close to home.

"For 30 years I've been trying to find a job here, and there's none," Ms. DeFuria said.

The group talked about looking south to the Worcester job market, north to New Hampshire and west to other Massachusetts communities.

Mr. Bellina acknowledged that much has changed in the region's business makeup, but he also sounded a note of optimism about the workers who remain in the area.

How to Bulletproof Your Career

In the not-too-distant past, ascending the corporate ladder assured management professionals of a bigger office, a stronger compensation package and a more secure future. But today, executives are being told: Don't get too comfortable in that corner office, and don't buy that fancy new car or boat you've always dreamed of - because your job is just as vulnerable as everyone else's. Evidence suggests that the higher up the ladder you go, the more precarious your position may become!

More and more positions, even at senior levels, are now being offered on a contract or temporary basis. The position, in these cases, lasts only as long as is needed to fulfill the employer's contract with their client. This requires job seekers to think differently - more like an independent consultant who works on assignment - rather than as a permanent employee. In many business sectors and industries, it could be said that the "permanent, full-time job" no longer exists as we knew it. This trend also puts the responsibility on the part of the executive to consistently promote and market himself or herself for the next opportunity - and the one after that!

* Job Market Trend 2:

Companies are still very cautious and careful about making any hiring decisions of high-paying, senior management positions. Executives seeking such jobs must now "sell themselves" more than in the past. They need to demonstrate just how they will enhance the company's productivity, efficiency and profitability - or they probably won't get the offer. This means that the job seeker really needs to learn how to effectively present and market himself or herself. 6. Research and be aware of the competition
7. Offer to help people in your network on a regular basis
8. Look at new jobs and investigate other opportunities
9. Always ask yourself, "How can I contribute more?"
10. Practice your networking, interviewing and negotiating skills

Caught On Tape Lying To Women

An new undercover investigation into Virginia's right-wing "crisis pregnancy centers" (CPCs) exposes the blatant misinformation about women's health, as well as the shame-based messages surrounding sexuality, that their employees typically impart to patients. NARAL Pro-Choice Virginia -- which has been working for years to expose the dozens of CPCs in the state -- caught the lies on tape and released their findings on Wednesday.

NARAL recorded a counseling session between a young woman and a CPC employee. The woman received false information about the risks of hormonal birth control, misleading explanations about how contraception works, and judgmental messages about her decision to be sexually active before getting married. During the conversation, the CPC counselor repeatedly suggested that her organization was more trustworthy than the staff at abortion clinics, since abortion providers are ultimately trying to convince their patients to spend money at the clinic. "I'm not lying to you, sweetie -- why would I lie to you? I'm not asking you to give me anything here," she said. "We're a pregnancy health and education center."

For several minutes, a CPC employee told horror stories about the dangers of being on birth control, saying she typically tries to talk women out of using it. She likened birth control to "tremendous dosages of steroids," and belittled her patient for opting to flood her body with artificial hormones. "You really want that stuff inside of you? You have a brain, think and choose here," she said. "Any of that stuff is just not good for you."

According to the CPC counselor, birth control is dangerous because taking it for four years before becoming pregnant can increase women's chance of getting breast cancer by 48 percent. She repeatedly referred to the "carcinogens" in contraception. She also cautioned her client to "read the fine print," warning that even if she would never choose to have an abortion, she could accidentally end up aborting a fetus while using hormonal contraception. "If you're on the pill, on the patch, on the shot, and get pregnant… Unintentionally, you will abort that baby because the uterus cannot sustain that pregnancy because the lining has been so altered by those steroids, the artificial hormones," she claimed.

The CPC employee falsely asserted that condoms and birth control pills are about equally effective at preventing pregnancy, and claimed that using condoms doesn't actually prevent the transmission of sexually transmitted infections. "They're naturally porous -- there's always a chance of them breaking, a chance of spillage," she said. "The only safe sex is no sex."

The conversation also quickly took a religious bent. "If you're not married, why are you having sex?" the CPC counselor asked her client. "That's why you feel like you have to put these hormones in your body -- the more you have sex, the more chance you have of getting pregnant." Later, she added, "Confined to a marriage, of course, sex is expected -- you believe in God, that's the whole plan of God."

This is hardly the first report of its kind. Another recent undercover investigation at a crisis pregnancy center in Ohio recorded similar misinformation and conservative religious bias during an appointment with a counselor. And previous research from NARAL Pro-Choice Virginia has discovered that at least 40 of the state's 58 CPCs are telling their clients medically inaccurate information about birth control and abortion.

Still, the organization's newest report is more confirmation that CPCs, which typically attempt to position themselves as unbiased medical resources, are actually operating within the anti-choice community. "This shocking audio exposes Virginia CPCs for what they are: anti-choice field offices designed to mislead, shame, and lie to women during one of the most vulnerable times of their lives," Tarina Keene, the executive director of NARAL Pro-Choice Virginia, said in a statement. "Regardless of your stance on abortion, we can all agree that anyone seeking health care services and advice should receive comprehensive, non-judgmental, and factually accurate information."

There is significant evidence that disseminating misinformation about birth control does a disservice to public health. Abstinence-only health classes, which impart similar factually-inaccurate information about sexual health resources, have contributed to a generation of young Americans who don't believe using birth control makes any difference, and are therefore more inclined to skip it. A full 60 percent of young adults believe that contraception is less effective than it actually is.

Nevertheless, Virginia's right-wing CPCs actually receive significant endorsement from state officials. Under the state's forced ultrasound law, women are required to have a sonogram before they can proceed with an abortion -- and all 18 of the health clinics that the health department suggests women can visit to fulfill that requirement are crisis pregnancy centers. And Attorney General Ken Cuccinelli (R) -- who's currently running for governor -- has been extremely vocal about his support for CPCs. He spearheaded an effort to get the state's Department of Motor Vehicles to begin offering "Choose Life" license plates, the proceeds of which directly fund CPCs.

There Is a Pretty Massive Transition

Space Begins to Open Up

For the first time since reconstruction of the trade center began, a New York City streetscape is taking form. There are sidewalks and curbs, oak trees and honey locusts, street lamps and pigeons. And, as on any street near high-risk targets, there are also ranks of heavily reinforced posts, or bollards.

But even with the bollards, the scene is appealingly open. Only security guards prevent visitors to the National September 11 Memorial from simply walking across Greenwich Street and up to the lobby of 4 World Trade Center, now under construction.

The intersection offers palpable evidence that the monolithic 16-acre superblock that existed before Sept. 11, 2001, has truly been pared down.Amanda M. Burden, the director of the City Planning Department, said the agency had pushed to re-establish Greenwich and Fulton Streets running through the trade center site as a way of integrating the complex with Lower Manhattan.

"The use of sidewalk materials and their layout complement the memorial in a sophisticated and subtle manner," she wrote in an e-mail on Tuesday. "There were countless mock-ups and sample reviews to make sure that we got the selection of granite, finishes, proportions and layout just right, including full-scale mock-ups.

"We were also intensively engaged in the bollard design, helping to facilitate an elliptical and tapered form that is effective from a security standpoint but not intrusive in size," Ms. Burden added.The portion of Greenwich Street between Vesey and Liberty Streets has existed in recent years, but only as a construction haul road. Seeing the partly finished landscaping brings home the fact that one day it will be restored to traffic, though on a highly restricted basis.

The Port Authority of New York and New Jersey is constructing the new section of Greenwich Street, which it expects to complete by the end of 2014. Some time around then, or early in 2015, the authority will move its headquarters into 4 World Trade Center.

Unlike the rest of the tower, which is skinned in reflective glass, the building's 47-foot-high lobby is clad in clear glass. It almost seems to embrace the street, a gesture made even stronger by an 80-foot-wide space between columns.The closeness of the lobby to the memorial imposed a special obligation on Mr. Maki and his client, Silverstein Properties, to create a space that was respectful without being sepulchral.

Last week, their intentions for the lobby became clear with the installation of "Sky Memory," a delicate, 98-foot-diameter titanium arc by the sculptor Kozo Nishino, of Kyoto, Japan. This is his first commission in the United States.

Mr. Nishino has collaborated with Mr. Maki before. But his trade center commission owes itself to a visit by the developer, Larry A. Silverstein, and his wife, Klara, to the ArtCourt Gallery booth at a 2007 art fair in New York City. The gallery represents Mr. Nishino and was showing a model of his work.

"I had no idea about Larry," recalled Mitsue Yagi, the gallery director. "I said, 'This artist makes huge-scale artwork.' Larry said, 'I'm making a very big building.'"

Despite its great size, the "Sky Memory" sculpture weighs only 474 pounds. It is composed of seven sections of welded, exposed trusswork that are cantilevered and balanced 22 feet above the lobby floor, as if they were floating. The metal shifts in color from deep sapphire blue to pale jade green.

This month, more than two dozen national headquarters staff, joined by family members and AFTers from nearby locals, volunteered for a cleanup of the Vietnam Veterans Memorial in Washington, D.C. Among them was Steven Greenburg, president of the Fairfax County (Va.) Federation of Teachers, who set his alarm for 4 a.m. on Saturday morning to help scrub the paths and black granite walls of the iconic monument and to participate in an observance honoring the men and women with names inscribed on it.

"It was a privilege to be there," says Greenburg, "and really great to see so many unions working with our community to honor some of those who sacrificed the most for the country." The local president says there is no doubt this is "union work" at its best. "Any time that we are working to solve problems to better the lives of our communities, we are advancing the idea of solution-driven unionism," the elementary teacher explains.

The AFT is working to build membership in the UVC by identifying union members who are veterans and inviting them to join. This outreach was on display at the 2013 TEACH conference, where the exhibit hall featured a UVC sign-up table, and it will continue through next year's national AFT convention.

"Proud service in our nation's armed forces is one of the ties that bind thousands of AFT members and their families to the community," says AFT secretary-treasurer Lorretta Johnson, a member of the governing board of the Union Veterans Council. Honoring and strengthening those relationships in our members' lives, she says, is a reflection of the Framework for Community Engagement that the AFT adopted as national policy in 2010. "Participation in the Union Veterans Council is a great way to showcase both the spirit and substance of our Framework for Community Engagement."

Also involved in the work of the UVC are AFT vice presidents Eric Feaver, David Gray and Tim Stoelb--all AFT vice presidents who are military veterans and who see how the effort to better the quality of life for veterans fits into thousands of members' personal and public lives.

"There is a pretty massive transition from military to civilian life," notes Stoelb, president of the Oregon School Employees Association, who left the U.S. Navy as a Chief Petty Officer after more than two decades of service. He notes the transition "can be a rather drastic change, and we can relate and speak to it" as trade unionists with military backgrounds.

"Personally, I would avoid plastic flowers as they accumulate too much dust," advises Sam. "Real flowers add much more colour and charm. Match your plates, crockery or table-runner with the flowers and you will have a table fit for a royal feast!"
